On 08/06/25, Licensing Program Analyst (LPA), Kelli Waters, made a subsequent unannounced complaint investigation visit to deliver the findings for the above referenced allegation. LPA toured the facility, conducted a census, and met with Director, Nialea Guachena, who was informed of the decision rendered.

On 07/03/25, Community Care Licensing (CCLD) received a complaint stating that unqualified staff are supervising day care children.

Regarding the allegation that staff providing care are unqualified, LPA Waters conducted a comprehensive record review and facility inspection at Learning Jungle (CCC). The review included verification of qualifications for all staff members present during the visit. The record review and confirmation from the CCC Director verified that a total of six (6) permanent staff and four (4) substitute staff were present at the facility at the time of inspection.

The documentation review demonstrated that all staff members met the necessary qualifications for their respective roles in accordance with licensing requirements. Based on the documentation reviewed and observations made during the inspection, LPA Waters was unable to substantiate the allegation that unqualified staff were providing care and supervision to daycare children.

The agency has investigated the above allegations and although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is UNSUBSTANTIATED.

An exit interview was conducted. A copy of this report was provided to the facility. This report must be made available for public review for 3 years upon request.
