1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 02/21/2025 at 10:45 am , Licensing Program Analysts (LPA), Griselda Castellon and LPA Diana Brasel conducted an announced Pre-Licensing inspection for a New Single License. Upon arrival, LPA met with Regional Operations Director Laura Pennimpede . Applicant is requesting to be licensed for 58 Preschoolers 2-5 years old in classrooms Preschool and Pre-K. 12 Infants 6 weeks - 2 years old in infant classroom. Hours of operation will be Monday through Friday 7:00 am to 5:30 pm. Upon completion of measuring today, the infant component measures for a total of 7 infants and the preschool component measures for a total of 33 children. An updated LIC 200A will be submitted. There will be 7 infants ages 6 weeks - 2 years of age in the infant classroom, 33 preschool children ages 2-5 in the Preschool classroom and the Pre-K classroom. An updated Fire Clearance will be obtained to reflect the changes made to the capacity. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Laura that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Ms. Laura stated that they will be in locked in the office cabinet. A fully equipped first aid kit is located in each classroom. The smoke and carbon monoxide detector is located above the kitchen door frame. All required licensing documents were observed posted in the office. Children will be signed in and out in the office.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured for preschool is 1,174.36 sq ft, which is sufficient to accommodate the requested capacity. Total indoor activity space measured for infant space is 246.78 sq ft, which is sufficient to accommodate the requested capacity. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, bookshelves, and other activity supplies for the children. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via filtered water bottle dispensers. The children use personal reusable water bottles. If a child forget their reusable water bottle, the facility will provide disposable cups and reusable water bottles.

LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 05/23/2024.

In the infant rooms highchairs and feeding tables have wooden legs with plastic seats which are in good repair and trays lock onto chairs. Changing tables have at least 1” padding covered with moisture resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via room divider. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in each room. Needs and Services Plans and Sleep Plans are also kept in each room.

LPA observed a total of 4 sinks and 4 toilets available for children’s use. The infant room(s) does not have a potty chair or toilet for every five infants, the correction is stated at the end of the report. The infant room has a These are sufficient to accommodate the requested overall capacity. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be in the office and staff restroom.

The staff lounge is located in the office. The refrigerator and freezer is located in the office There is a staff restroom with a sink. The parents of the infant children will bring 5 fitted sheets per child. The facility will provide additional fitted sheets. The facility will wash the sheets daily.

Facility will provide AM and PM snacks and a delivery service (Top Notch) provides lunch. The kitchen area currently includes one microwave, one hot plate, and one toaster oven. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food will be observed to be properly stored separate from cleaning materials. The facility uses single use utensils and kitchenware for the preschool children. Hazardous items in kitchen are inaccessible to children as they are stored in the office.

The facility currently has a fully fenced playground area for each component. Chain-link fencing surrounding the property is at least four feet high. The total square footage for the outdoor activity space for the preschool is 7,936.22 sq ft, which is sufficient to accommodate the requested capacity. Shade is provided via permeant canopy on the preschool playground. The total square footage for the outdoor activity space for the infant is 887.73 sq ft, which is sufficient to accommodate the requested capacity. Shade is provided by a wind sail in the infant playground. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There are no climbing structures in the preschool and infant playgrounds. All equipment is properly anchored. Ms. Laura understands that ages components cannot commingle while using this area. Drinking water is available via water dispenser and personal water bottle use. LPA observed all hazardous items on the playgrounds to be inaccessible to children. Ms. Laura was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

The Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed the applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Ms. Laura was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. LPA reviewed with Ms. Laura the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Corrections to be made are as follows:
Infant Room:
1. Proof of portable sink for children use.
2. Proof of one potty chair.
3. Proof of invoice of hot water line installed under the hand washing sink.

Kitchen:
1. Proof of invoice of hot water line installed under the kitchen sink.
2. Proof of a key lock placed on the cabinet under sink where poisons and toxins will be stored.
Preschool Playground:
1. Proof of adding wood chips to level the floor space.

Facility Representative understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.

Exit interview conducted and report was reviewed with the Ms. Laura Facility Representative.

A license for 33 preschoolers and 7 infants will be granted upon a final file review. The corrections need to be made within 30 days from today.
