On 06/23/2026 at 10:30 am, Licensing Program Analysts (LPA) Griselda Castellon and Diana Brasel announced a pre-licensing inspection for a new license. Upon arrival, LPA met with Nicole Steel, Chief Academic Officer and Diane Prospero, Director of Child Development. Ms. Steel is requesting to be licensed for a total of 120 children, 36 infants (0 -2 years old) in rooms 1, and 2; 40 toddlers (18-36 months) in rooms 3, and 4, and 44 preschoolers (2 – 5 years old) in rooms 6, and 7. The days and hours of operation will be Monday through Friday, 6:00 AM to 6:00 PM.

Ms. Steel updated the facility sketch as there is ongoing construction on building #2. There is no specific date for completion for building #2. As a result, building #1 will be used for all components, infants, toddlers, and preschoolers. Additionally, LPAs measured the four classrooms in building #1 and determined there is not enough square footage for the original request. Ms. Steel submitted and updated LIC 200A to reflect square footage availability for the requested components.

FACILITY EVALUATION REPORT California law requires a public report of each licensing visit/inspection. This report is a record for the facility and the licensing agency. This report is available for public review; therefore, care is taken not to disclose personal or confidential information. Inquiries concerning the location, maintenance, and contents of these reports may be directed to the Licensing Program Analyst or Regional Office whose address and telephone number are listed on the front of this form.

DEFICIENCIES A deficiency is an instance of noncompliance with licensing requirements, including applicable statutes, regulations, interim licensing standards, operating standards, and written directives. Applicants/ licensees must be notified in writing of all licensing deficiencies. Deficiencies are listed on the left side of this form, and the applicable licensing requirement upon which the deficiency is identified. There are two types of deficiencies:
  • Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.
  • Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

PLANS OF CORRECTION (POCs) The licensing agency is required to establish a reasonable length of time to correct a deficiency. In order to set the time, the licensing agency must take into consideration the seriousness of the violation, the number of persons in care involved, and the availability of equipment and personnel necessary to correct the violation. Applicants/licensees are requested to provide a specific plan for each violation on the right side of the form across from each deficiency. The more specific the plan, the less chance exists for any misunderstanding in setting time limits and reviewing corrections. The applicant/licensee who encounters problems beyond their control in completing the corrections within the specified time frame may request and may be granted an extension of the correction due date by the licensing agency.

CORRECTION NOTIFICATION The applicant/licensee is responsible for completing all corrections and promptly notifying the licensing agency of corrections. Applicants/licensees are advised to keep a dated copy of any correspondence sent to the licensing agency concerning corrections, or if corrections are telephoned to the licensing agency, the date, person contacted, and information given.

CIVIL PENALTIES The licensing agency is required by law to issue a Penalty Notice, when applicable, to all facilities holding a license issued by the licensing agency, or subject to licensure, except Certified Family Homes, Resource Families, and Foster Family Homes, or any governmental entity.

PENALTY NOTICE GIVEN The statement concerning civil penalties serves as a penalty notice on this Licensing Report and failure to correct cited licensing deficiencies will result in civil penalties. Applicants/ licensees are required to pay civil penalties when administrative appeals have been exhausted and in accordance with any payment arrangements made with the licensing agency.

APPEAL RIGHTS The applicant/licensee has a right without prejudice to discuss any disagreement in this report with the licensing agency concerning the proper application of licensing requirements. The applicant/ licensee may request a formal review by the licensing agency to amend or dismiss the notice of deficiency and/ or civil penalty. Requests for review shall be made in writing within 15 business days of receipt of a deficiency notification or civil penalty assessment. Licensing deficiencies may be appealed pursuant to the procedures in the LIC 9058 Applicant/Licensee Rights.

AGENCY REVIEW The licensing agency review of an appeal may be conducted based upon information provided in writing by the applicant/licensee. The applicant/licensee may request an office meeting to provide additional information. The applicant/licensee will be notified in writing of the results of the agency review within 60 business days of the date when all necessary information has been provided to the licensing agency.

EMAIL REQUIREMENT Adult Community Care Facilities, Residential Care Facilities for the Chronically Ill, and Residential Care Facilities for the Elderly are required to provide and maintain an active email address of record with the licensing agency.

Ms. Steel is requesting to be licensed for a total of 77 children, 17 infants (0 -2 years old) in room 2, 16 toddlers (18-36 months) in room 1, and 44 preschoolers (2 – 5 years old) in rooms 3, and 4.

The fire inspection was conducted on 06/23/26 however, there were noted corrections. Ms. Steel is working on making the corrections made by the fire inspector. The granted fire clearance is pending as of this date.

All indoor and outdoor activity areas used by the children were inspected today. LPAs informed Ms. Steel that staff must always maintain direct visual supervision of the children during indoor and outdoor activities. When medications are on site, Ms. Steel stated that they will be in a higher cabinet located in each classroom. A fully equipped first aid kit is in located in all rooms. There is an operational carbon monoxide detector on site located in the lobby area. All required licensing documents were observed posted in the lobby. Children will be signed in and out in the lobby. The facility uses the Care Connect App for children to sign in/out. Parents use a pin and digital signature. If the facility encounters technical difficulties, the app can be used offline and will also provide physical sign-in sheets.

LPA continued touring the facility and measured all indoor and outdoor activity spaces for the infant, toddler, and preschool areas. The total indoor activity space measured 601.39 sq ft for infants, 568.49 sq ft for toddlers, and 2739.18 sq ft for preschoolers. These measurements are sufficient to accommodate the requested capacity for each component.

LPA observed that all indoor activity spaces were complete with safe, age-appropriate furniture and equipment for infants, toddlers, and preschoolers. This includes tables, chairs, cubbies, mats, bookshelves, and other activity supplies for the children. Feeding tables have broad based legs, wooden seats are in good repair, and trays lock onto chairs. Changing tables have at least 1” of padding covered with moisture resistant, washable material. The sides of the changing table are at least 3” high, and the changing table is within arm’s reach of a sink. The diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. The crib area is separated from the activity space via wooden base with vinyl. This barrier is at least four feet high, made of sound-absorbing material, and allows for supervision of napping children. There are a total of 9 cribs in the napping area. The sleep logs and Needs and Services Plans are kept in the room.

Drinking water is available in infants, toddlers, and preschool classrooms via water dispenser with disposable cups. LPAs observed that all hazardous items were inaccessible to children. There are no bodies of water or weapons on the property.

LPA observed adequate restrooms and sinks for all age groups. Infants have at least one potty chair or toilet for every five children, with 2 sinks available, 1 adult sink to be used for meal prep, and 1 changing table with an adult sink for diaper changing. Toddlers have 3 sinks and 3 toilets, 1 chaingang table with 1 adult sink for diaper changing. The preschoolers have 7 sinks and 4 toilets, and 1 meal prep sink. All sink and toilet components meet the required capacity standards.

There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the office.

The facility will provide meals using a food delivery service through Children's Paradise Ash Center which will provide breakfast, lunch and PM snack. The kitchen is in building #2 which is off-limits as there is ongoing construction. Hazardous items in the utility room across the staff restroom which are inaccessible to children via a locked door.

The facility currently has a fully fenced playground area for the infant component. The toddler and preschool playground are under construction.

Fencing in the infant playground is made of wrought iron and is at least four feet high. The total square footage for the infant outdoor activity space is 1279.30, which is sufficient to accommodate the requested capacity. Shade in the infant playground is provided via umbrellas, palm trees and building overhang. There are sufficient outdoor age-appropriate toys and play equipment available on the playground.

At the time of the visit the toddler and preschool playground is under construction. A wrought iron fence will be installed to separate the playgrounds.

There is a climbing structure on the preschool playground is for children ages 2-5, which is properly anchored. There is adequate cushioning in the fall zones of the climber provided by wood chips. Shade is provided by a large mesh canopy. There are sufficient outdoor age-appropriate toys and play equipment available on the playground.

The toddler option playground is not ready for use. The facility will add wood chips, a sand pit, and age appropriate toys by 06/26/26.

Drinking water is available via a water jug/Igloo and disposable cups when children are outside. LPAs observed that all hazardous items on the playgrounds were inaccessible to children. Ms. Steel was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

A license for 77 children will be granted upon a final file review.

The following corrections are needed prior to the issuance of the license:

1. Fire Clearance

2. Add age-appropriate toys, wood chips, and sand pit in the Toddler Option Playground.

3. Install wrought iron fence that must be 4 ft high to separate the preschool and toddler option playground.

4. Completion of exterior walls for building 1.

Ms. Steel understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Please note that if your building was constructed after 1/1/10, you are not required to test for lead. However, you must provide proof of the construction date to the regional office.

Ms. Steel was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Ms. Steel and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed Ms. Steel of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Ms. Steel was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
