13 | On June 12, 2026, at 9:30 AM, Licensing Program Analyst (LPA) William Chancellor, arrived at The Learning Experience, Vista (CCC) and met with Director, Stephanie Mangione. The purpose of the visit is to deliver the findings regarding the above-mentioned allegation. The complaint investigation was initiated on May 19, 2026, where LPA was provided with a tour, took census, obtained relevant documentation and conducted confidential interviews.
On May 11, 2026, the Department received a complaint alleging that staff are operating out of ratio. Specifically, due to high census and staff call outs, infant ratios were not maintained on two specific dates. Additionally, it was disclosed that when lead qualified staff go on break, floater staff are not qualified to release, affecting the ratio. As part of the investigation, LPA conducted an annual inspection consecutively with initiating the complaint, where qualifications were audited and observations were made. Record review corroborated that teacher qualified staff with six or more units are actively enrolled in additional early childhood classes and authorized to maintain a 1:12 ratio. Additionally, record review verified that at minimum appropriate 1:4 infant ratios were maintained on the dates in question. |
