On the above date and time, Licensing Program Analyst (LPA), Kelly Gerth arrived unannounced and met with Licensee Jia Bao Wang. LPA provided the purpose of the visit, to conduct a case management inspection in response to the application received by Community Care licensing (CCL) for a capacity increase request for the Child Care Center (CCC). Licensee Jia Bao Wang provided LPA a tour of the facility. LPA took census, took measurements of all indoor and outdoor space and discussed the requested increase.

Currently, the CCC is licensed for 12 toddlers children ages (18 months-36 months) in Building B in classrooms 3,4 and 5, and 34 preschool children (ages 2-5 years old) in Building A , classrooms 1 and 2. The days and hours of operation will be Monday through Friday 8:00 am to 5:30 pm.

The application received has no change requested to the preschool capacity of 34 children (ages 2-5 years old) and a requested increase from 12 toddlers to a total of 36 toddlers’ children ages (18 months-36 months) in Building B in classrooms 3, 4 and 5. A Fire clearance was granted on 06/23/2026 by the Escondido Fire Department for 36 Toddlers ages 18 months to 36 months and 34 Preschool children ages 2 years-5 years of age.

LPA measured all indoor and outdoor activity spaces for toddlers and preschool children. The total indoor activity space for toddlers is 1612.94 sq ft. The total indoor activity space for preschool children is 1213.91 sq ft. These spaces are sufficient to accommodate the requested capacity for both the toddler and preschool components. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats for toddler and preschool children, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard.

FACILITY EVALUATION REPORT California law requires a public report of each licensing visit/inspection. This report is a record for the facility and the licensing agency. This report is available for public review; therefore, care is taken not to disclose personal or confidential information. Inquiries concerning the location, maintenance, and contents of these reports may be directed to the Licensing Program Analyst or Regional Office whose address and telephone number are listed on the front of this form.

DEFICIENCIES A deficiency is an instance of noncompliance with licensing requirements, including applicable statutes, regulations, interim licensing standards, operating standards, and written directives. Applicants/ licensees must be notified in writing of all licensing deficiencies. Deficiencies are listed on the left side of this form, and the applicable licensing requirement upon which the deficiency is identified. There are two types of deficiencies:
  • Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.
  • Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

PLANS OF CORRECTION (POCs) The licensing agency is required to establish a reasonable length of time to correct a deficiency. In order to set the time, the licensing agency must take into consideration the seriousness of the violation, the number of persons in care involved, and the availability of equipment and personnel necessary to correct the violation. Applicants/licensees are requested to provide a specific plan for each violation on the right side of the form across from each deficiency. The more specific the plan, the less chance exists for any misunderstanding in setting time limits and reviewing corrections. The applicant/licensee who encounters problems beyond their control in completing the corrections within the specified time frame may request and may be granted an extension of the correction due date by the licensing agency.

CORRECTION NOTIFICATION The applicant/licensee is responsible for completing all corrections and promptly notifying the licensing agency of corrections. Applicants/licensees are advised to keep a dated copy of any correspondence sent to the licensing agency concerning corrections, or if corrections are telephoned to the licensing agency, the date, person contacted, and information given.

CIVIL PENALTIES The licensing agency is required by law to issue a Penalty Notice, when applicable, to all facilities holding a license issued by the licensing agency, or subject to licensure, except Certified Family Homes, Resource Families, and Foster Family Homes, or any governmental entity.

PENALTY NOTICE GIVEN The statement concerning civil penalties serves as a penalty notice on this Licensing Report and failure to correct cited licensing deficiencies will result in civil penalties. Applicants/ licensees are required to pay civil penalties when administrative appeals have been exhausted and in accordance with any payment arrangements made with the licensing agency.

APPEAL RIGHTS The applicant/licensee has a right without prejudice to discuss any disagreement in this report with the licensing agency concerning the proper application of licensing requirements. The applicant/ licensee may request a formal review by the licensing agency to amend or dismiss the notice of deficiency and/ or civil penalty. Requests for review shall be made in writing within 15 business days of receipt of a deficiency notification or civil penalty assessment. Licensing deficiencies may be appealed pursuant to the procedures in the LIC 9058 Applicant/Licensee Rights.

AGENCY REVIEW The licensing agency review of an appeal may be conducted based upon information provided in writing by the applicant/licensee. The applicant/licensee may request an office meeting to provide additional information. The applicant/licensee will be notified in writing of the results of the agency review within 60 business days of the date when all necessary information has been provided to the licensing agency.

EMAIL REQUIREMENT Adult Community Care Facilities, Residential Care Facilities for the Chronically Ill, and Residential Care Facilities for the Elderly are required to provide and maintain an active email address of record with the licensing agency.

Drinking water is available in the classrooms via filtered water pitchers and personalized water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. LPA informed Licensee that staff are required to always maintain direct visual supervision of the children during indoor and outdoor activities.

LPA observed a total of 4 sinks and 3 toilets available for toddler use. Additionally, LPA observed a total of 6 sinks and 4 toilets available for preschool use. These are sufficient to accommodate the requested capacity of the children. There is a separate staff restroom equipped with a toilet and a sink located in Building A across from the reception area and a second staff restroom located in Building B inside classroom 4 and third staff bathroom in classroom 5. The isolation area for children in Building A, who are ill will be the in the directors office.

The kitchen prep area is located in Building A inside classroom 2 currently includes: 1 refrigerator, sink, microwave. There is a stove heating glass plate that is non-operational and is not connected to electricity. The stove glass plate is not intended to be used. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via safety locks on cabinets and drawers.

The facility currently has a fully fenced toddler and preschool playground area. The toddler playground Fencing is made of wrought-iron fencing and green mesh is at least four feet high. The total square footage for the toddler outdoor activity space is 908.50, which is insufficient to accommodate the requested capacity increase and Licensee was informed that a waiver request for alternating schedules must be submitted to CCL. Shade is provided via large industrial canopy and building overhang. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground. The climbing structure is properly anchored. There is adequate cushioning in fall zones of climber provided by artificial turf. Drinking water is available via outdoor drinking fountains and personalized water bottled. LPA observed all hazardous items on the playground to be inaccessible to children

The preschool playground Fencing is made of wrought-iron fencing and green mesh is at least four feet high. The total square footage for the preschool outdoor playground and the preschool garden playground activity space is 2699.00, which is sufficient to accommodate the current capacity.

Shade is provided via canopy and trees. There are sufficient outdoor age-appropriate toys and sand box, and other play equipment available on the playground. There is a climbing structure on the playground for children ages 2-5 listed on the manufacturers sticker the climber is properly anchored. There is adequate cushioning in fall zones of climber provided by rubber matting. Drinking water is available via outdoor drinking fountain and personalized water bottles. LPA observed all hazardous items on the playground to be inaccessible to children.

Licensee Jia Bao Wang was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. A license for a total capacity of 70 children, 36 toddler option children ages 18-36 months in Building B classroom 3,4,5 and 34 preschool children ages 2-5 years in Building A in classrooms 1 and 2 will be granted upon receipt and approval of waiver for a rotating schedule for Toddlers outdoor activity space.

The following corrections are needed prior to the issuance of the license:

1. Approved Waiver for Rotating Schedule for Toddlers outdoor activity space/use.


Licensee understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Exit interview conducted and report was reviewed with Licensee Jia Bao Wang. A notice of site visit was provided and Licensee was reminded this must be posted for 30 days.
