25 | Licensing Program Analyst (LPA) William Chancellor conducted an unannounced annual inspection for a Arias Cisneros Family Childcare on July 13, 2026, at 1:00 PM. LPA met with Licensee Erika Arias Cisneros, who guided LPA on a tour of the home. Upon arrival, there were ten children present with Licensee and one assistant. During the visit, LPA confirmed fourteen children are actively enrolled, both part and full time.
The facility operates Monday through Friday from 7:00 AM to 5:00 PM. Certain areas listed as off-limits include: attached garage, master bedroom, master bathroom, bedroom 1 and side yards beyond wrought iron fencing. Off limit areas are made inaccessible by door locks, child safety doorknob covers and fencing. The facility is licensed as a large Family Child Care Home (FCCH) with a maximum capacity of fourteen children and is operating within the licensed capacity of the license. The fire clearance for a large family child care was approved in August 2025 by Vista Fire Department.
During the inspection, LPA observed Licensee and assistant to be responsive and interacting with children down for nap time and then transitioning up for snack. A working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, along with a functioning smoke detector and carbon monoxide detector, both of which were tested by the Licensee. The fireplace is properly screened to prevent access by children, and all hazardous items, including toxins, are stored securely and are inaccessible to children.
Licensee Erika Arias Cisneros stated no weapons are present, and licensee stated they understand that all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations.
