On 02/09/24 at 1:50pm, Licensing Program Analyst (LPA), Samantha Clenista conducted an unannounced case management site inspection to address facility’s change of capacity application. Upon arrival, LPA met with Christine Gibson, Teacher. All indoor and outdoor activity space utilized for the children were inspected today. Facility is requesting to be licensed for 20 preschoolers (ages 3-5yo) in Classroom #1 and 32 toddlers (ages 18-36 months) in Classrooms #2, #3, #4 and #5. Total capacity shall not exceed 52 children. Fire clearance was granted on 01/10/24. This is a Title 5 program. The areas used for the toddler program were observed to be separate from the preschool program, both indoors and outdoors. LPA informed Ms. Gibson that the programs shall never commingle at any given time and that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor play.

LPA continued to tour the facility and measured all indoor and outdoor activity space. The total indoor activity space measured at 2,243.83 sq. ft., sufficient for requested capacity. There are a total of 3 toilets and 3 sinks available for the preschool children. There are a total of 9 sinks, 2 toilets and 3 changing tables available for the toddler program children. Infant needs and services plan are stored within the classroom in a binder per child and Ms. Gibson is reminded that they must be updated quarterly. LPA observed all indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. There is a separate staff restroom located in the hallway, equipped with 1 toilet and 1 sink. The director's office and staff restroom will be the isolation area for children who are ill. There is an operational carbon monoxide detector on site located in the director’s office. All required documents were observed posted in the main parent drop off/pick up area.

The facility currently has two separately fenced in outdoor playgrounds (one for toddler and another for preschool). Toddler playground measured at 2,768.4 sq. ft., sufficient for requested capacity. Preschool playground measured at 4,144 sq. ft., sufficient for requested capacity. LPA informed Ms. Gibson that children must be escorted to and from the playground, and that staff must always maintain direct supervision to ensure the health and safety of all children. All outdoor areas were observed to be fully fenced and had sails used for shade. Area had age-appropriate toys and play equipment and had turf under play structures, sufficient to sustain a fall. Drinking water is readily accessible inside and outside the classroom via refillable water jugs and water cups. Ms. Gibson was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

LPA reviewed with Ms. Gibson the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with Ms. Gibson and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep, as an additional resource. LPA also informed Ms. Gibson of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Ms. Gibson was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Ms. Gibson was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Exit interview was conducted and report was reviewed with Ms. Gibson. A notice of site visit was given to Ms. Gibson and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A license for 52 children; 20 preschoolers (ages 3-5yo) in Classroom #1 and 32 toddlers (ages 18-36 months) in Classrooms #2, #3, #4 and #5 may be granted upon receiving the above corrections and after conducting a final file review. Ms. Gibson stated her understanding that this report shall be kept available at the facility for public review for 3 years.
