On 07/23/2026 at 1:15 p.m., Licensing Program Analyst (LPA) Victoria Felix conducted an unannounced complaint inspection to deliver the findings regarding the above allegations. The LPA met with Assistant Director Silvia Cardenas , explained the purpose of the inspection, and conducted a tour of the indoor and/or outdoor areas to gather census. Also present were the Assistant Director,eight (8) staff members, and 47 children.

During the course of the investigation, LPA Felix conducted interviews with the Assistant Director, several staff members, and several daycare parents. The facility roster and other relevant documents pertaining to the investigation were obtained and reviewed.

It was also alleged that children in Room #2 were not being adequately supervised and engaged in behaviors such as dragging one another, hitting, biting, and jumping off furniture. This report is an amended version of the original report created on 7/23/2026.

Facility staff denied the allegation, stating that proper supervision is consistently maintained throughout the facility Staff acknowledged that some children occasionally engage in behaviors such as hitting, biting, and climbing on furniture; however, they stated that staff promptly redirect the children and provide appropriate supervision and intervention. Parents interviewed expressed a high level of satisfaction with the care the facility provides

Additionally, it was alleged that a rat fell from the ceiling into Room #2 during nap time. Although staff acknowledged that there had been rodent activity within the facility, insufficient evidence was obtained to support the allegation that the licensee failed to take appropriate measures to address the issue. The facility provided pest control work orders, repair requests, and receipts dated from 2025 through 2026 documenting ongoing efforts to remediate rodent concerns. Records reviewed by the LPA demonstrated that reported pest-related concerns were addressed in a timely manner.

Due to conflicting information obtained throughout the course of the investigation and the lack of witnesses to the alleged incident, the LPA was unable to determine whether the allegations occurred. Although the allegations may have happened or may be valid, there is not a preponderance of evidence to prove that the alleged violations did or did not occur. Therefore, the allegations are deemed UNSUBSTANTIATED.

An exit interview was conducted, and the report was reviewed with the Assistant Director, Silvia Cardenas. A Notice of Site Visit was provided and must remain posted for 30 days.
