On 4/25/2025 at 2:35 p.m. Licensing Program Analyst (LPA), Cindy Meier conducted an unannounced complaint inspection to deliver the findings for the above allegation. LPA met with Facility Representative, Director Aireen Turner, and advised director of the purpose of the inspection and conducted a tour of the facility. There were forty-seven (47) children, and six (6) staff present during the inspection.

During the course of the investigation, interviews were conducted with staff and daycare parents. Daycare children were not interviewed as children were 2.5 years of age and had minimal language skills. Documents obtained during investigation included facility roster, staff memos and incident reports.

Based on staff interviews conducted and incident reports reviewed, it was determined that daily, multiple children in the Early Preschool classroom climb on furniture. Three (3) out of seven (7) staff interviewed stated daily, they have observed children climbing on a bookshelf, toy cabinets and a table. Two (2) other staff stated they have observed children attempting to climb on furniture. According to the facility director,

reminders, trainings, and memos have been communicated with staff, reminding staff of redirecting and the ensuring there are adequate activities for children to minimize the climbing, yet the children continue to engage in the climbing behavior. Although not all the incidents resulted in children being injured, there is concern that this type of behavior is not conducive to a safe classroom environment. Two (2) parents interviewed stated they have observed children attempting to climbing on furniture. LPA reviewed nine (9) incident reports which stated a child was climbing on furniture.

The preponderance of evidence standard has been met; therefore, the above allegation is found to be SUBSTANTIATED. Per California Code of Regulations, (Title 22, division 12 & Chapter 3) one (1) Type B citation is being on the attached LIC 9099-D.

Exit interview conducted and report was reviewed with the Director, Aireen Turner.
A notice of site visit was given and must remain posted for 30 days.

Director stated she will assess the supervision methods, classroom furniture arrangement, and teacher/child ratios in the in classrooms of young children where children are active and conduct an in-service training for staff utilizing the CCLD training video: Supervising Children

Based on LPA interviews conducted and record reviews, the licensee did not comply with the above regulation, as the supervision provided by staff is ineffective in that the issue of children climbing on furniture is happening daily, causing an unsafe environment for children in care and poses a potential Health & Safety risk to children in care.

have witnessed staff and show respect to one another, families, and the children in care. Three (3) parents expressed concern with the administration’s demeanor and communication skills with parents.

It was also alleged that staff did not ensure child’s diapering needs were met. All staff interviewed denied the allegation, stating children’s diapering is checked every 1.5 to 2 hours and documented on the Sprout About app and sent to parents. No specific dates were disclosed as to when the soiled diapers occurred. Parents interviewed stated they believe the staff do an excellent job, are pleased with the care their children receive and have never had concerns over diapering.

Due to conflicting information obtained throughout the course of the investigation and no other witnesses to the alleged incidents, LPA was unable to determine whether or not the allegations occurred. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegations are UNSUBSTANTIATED.
