Licensing Program Analysts (LPAs) Annette Sutherland and Joelle Redding conducted an unannounced visit for the purpose of delivering findings on the above-referenced allegation. During today's visit, there were 82 children with 19 staff in 5 classrooms. During the investigation, LPA reviewed relevant documentation and conducted interviews.

Based on information obtained, there were admissions agreements provided parents that did not meet the Title 22 requirement for notice of increase in fees. The preponderance of evidence standard has been met, therefore the above allegation found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 or Health and Safety Code, are being cited on the attached LIC 9099D. Exit interview was conducted with Director Jennifer Sweet and a Notice of Site Visit was provided. Notice of Site visit was given, posted and will remain posted for 30 days.

During the investigation, LPAs reviewed relevant documentation and conducted interviews. Information obtained was not sufficient to prove or disprove the allegation. Therefore, the allegation is UNSUBSTANTIATED, meaning that although it may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred. No deficiencies are cited. Exit interview was conducted with Director Jennifer Sweet. Notice of Site visit was given, posted and will remain posted for 30 days.
