On 11/30/2021 at 09:45 AM, Licensing Program Analyst (LPA) Selina Siao conduct an annual inspection. Upon arrival, LPA met with Director Jennifer Sweet and proceeded to tour the facility. There were 69 children in care supervised by 8 teachers and 1 aide. Facility is within staffing ratio. All required notices, forms and licenses were posted. Furniture and age appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation and drinking water. Storage cubbies are readily available, and room accommodates class size. Napping equipment consists of cots which are kept in a storage area inside most of the classrooms. Bathrooms are maintained with operational toilets and faucets with appropriate temperature. Paper towels and toilet paper are available. Bathroom is lighted and has ventilation. Food service area consists of a kitchen which is clean and free of hazards. Menu is only posted in the kitchen due to the changes of the menu. Adequate food is available for meals and snacks. Cleaning supplies are kept up high inside a locked cabinet out of reach of children. Outdoor play area is a fenced playground with sufficient rubber cushioning. Climbing structures and slides are securely fixed to the ground. Areas has sufficient shade at the playground. Equipment is age appropriate and separated by age groups, infant and preschool. Portable drinking water is available for children and grounds are free of debris or potential hazards. LPA reviewed sign in sheets, first aid supplies and reviewed medication policy and storage. Isolation area is the Director's office area. All personnel records and 20 children's records were reviewed. Staff members have the required immunizations and completed the online mandated reporter training. Reporting requirements was also reviewed. All personnel have required criminal record and child abuse index clearances and are associated to the facility. LPA reviewed Emergency Disaster Plan and last fire drill was conducted on 11/04/2021. Facility has an operating carbon monoxide detector. Facility has at least one staff member that has a valid EMSA approved CPR/FA when children are in care.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. The following items were discussed with provider: Director was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. Director was provided with information about Heat Related Illness, best practice on supervision and effects of lead exposure and reporting responsibilities were discussed.

Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website at https://cdss.ca.gov/inforesources/community-care-licensing/subscribe. LPA discussed California Megan's Law with provider and advised her to go on the website at www.meganslaw.ca.gov.

The facility has sufficient Personal Protective Equipment (PPE) and understand that current County requirements state that all staff regardless of vaccination, are to wear masks while indoors. Reporting requirements for positive Covid-19 results in children or staff were discussed to include contact with County Department of Public Health for guidance (619)692-8499 and Licensing (619)767-2248 within 24 hours to report the unusual incident.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA informed Director of the importance of checking for recalled infant and children's toys and devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Refer to the LIC9102 for technical violations that were issued. An exit interview was conducted, and appeal rights were provided.

A notice of site visit was given and must remain posted for 30 days. Failure to keep notice posted will result in a civil penalty of $100.00.
