13 | On 11/17/2023 at 12:25 pm, Licensing Program Analyst (LPA) Michelle Hood arrived to conduct an unannounced inspection to deliver complaint findings for the above listed allegations. LPA met with Ruth Corral. Ruth led LPA on a tour of the facility. The LPA observed 12 children with 2 staff. The LPA interviewed one staff.
During the investigation, the LPA interviewed the director, staff, daycare parents and daycare children. Staff interviewed denied staff make inappropriate comments to day care children and staff handle day care children in a rough manner. The daycare parents and daycare children interviewed did not provide collaborating information to substantiate the allegations. The LPA did not observe anything during the facility inspections. The LPA reviewed documentation that was provided.
Due to conflicting statements obtained during the investigation, the above allegations are found to be UNSUBSTANTIATED meaning that although the allegations may have happened or are valid, there is not a preponderance of the evidence to prove that the alleged violations occurred. Ruth was provided appeal rights (LIC9058) and their signature on this form acknowledges receipt of these rights. LPA provided the Notice of Site Visit and appeal rights. The licensing report will be e-mailed to the director Vanessa Garcia and was advised that acknowledgment of receipt of the report are to be received within twenty-four hours.
