On June 2, 2026, at 3:10 PM, Licensing Program Analyst (LPA) Vicky Williamson conducted an unannounced complaint inspection for the purpose of delivering findings regarding the above allegations. LPA met with Facility Representative Lilliana Arrendondo. There were 56 children present with six (6) staff members.

During the course of the investigation, interviews were conducted with Facility Representative Celia Carrizosa, eight (8) staff members, eleven (11) daycare children and five (5) daycare parents. A copy of facility roster and personnel report were obtained. Staff files were also reviewed.

It was alleged that staff speaks inappropriately to children in care. Facility Representative Celia Carrizosa, stated that she has never heard or observed staff speaking inappropriately to children. Staff interviewed stated they would never speak to any children inappropriately. A few staff stated that a staff member has been observed speaking inappropriately in Spanish to daycare children. Staff in question denied the allegation and stated that they would never speak appropriately to any daycare children in any language. Daycare children interviewed expressed no concerns regarding the allegation and stated that the teachers are nice to them.

It was alleged that facility staff forces children's heads down to take naps. Facility Representative Celia Carrizosa stated that she has never observed or received any reports regarding staff forcing children’s heads down on the mat to nap. One out of eight staff interviewed stated that children are never forced to nap. Staff interview stated that children that do not sleep at nap time are provided with a book to read. Staff in question denied the allegation and stated that they have never forced a child’s head down onto a mat in effort to force any child to nap.

It was alleged that facility staff has inappropriate conversations with other staff while in the presence of children. Facility Representative Celia Carrizosa denied the allegation and stated that the staff on occasion speak loudly while in the break room but never inappropriately. Staff interviewed denied the allegation; however, a few staff members stated they have observed staff in question arguing with other staff in the presence of children. Staff in question denied the allegation and stated that they have never engaged in any inappropriate conversations with staff in the presence of daycare children or at any other time.

It was alleged that facility staff displays inappropriate behavior while in the presence of children. Facility Representative Celia Carrizosa stated that she has never observed or received any reports or concerns regarding the allegation. Staff denied the allegation and stated that they focus on providing a safe positive environment for the children and would never display inappropriate behaviors in the presence of children. One out of eight staff interviewed stated that staff in question has been observed slamming doors at the facility in anger. Staff in question denied the allegation and stated that they have never slammed any doors at the facility in anger or in the presence of children.

It was also alleged that facility staff do not adequately supervise children in care. It was reported that staff are using their phones in the classroom during nap time. Facility Representative Celia Carrizosa denied the allegation and stated that children are always supervised. Seven out of eight staff interviewed stated that children are always supervised by staff and that cell phones are not used in the classrooms. Facility Representative Celia Carrizosa and the same staff stated that during nap time the facility’s IPADs are used to input information regarding the daycare children. Based on interviews conducted, there were no disclosures or evidence presented that corroborated the allegations. Interview statements are conflicting. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.

No deficiencies cited. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Facility Representative Lilliana Arrendondo.
