On June 14, 2023, at 10:38 a.m., Licensing Program Analysts (LPAs) Cindy Hamilton and Jessica Rubio, met with Kindercare S. Centre City (CCC) Director Amy Bowman to deliver the findings for the above stated allegations.  During the investigation, LPA Hamilton conducted interviews with three staff.  LPA Hamilton conducted a health and safety inspection of the CCC on March 30, 2023 and no safety concerns were noted.  LPA obtained and reviewed pertinent documentation. LPA was unable to interview child identified as victim/witness due to parent denied LPA’s request to interview.

On March 28, 2023, Community Care Licensing (CCL) received information stating staff pinches daycare child while in care and staff inappropriately restrains a daycare child during nap time. Regarding the allegation, staff pinches daycare child while in care, it was alleged that a staff pinches a child all over their body during nap time and makes child cry. Confidential interviews resulted in conflicting information being provided to LPA. Confidential interviews disclosed that the staff in question was never witnessed pinching any child in care; whereas other confidential interviews disclosed that a child advised their
