13 | On 8/24/26, at 9:30 AM, Licensing Program Analyst (LPA) Jennifer Irving conducted a complaint visit to deliver findings regarding the following allegations: and staff handled day care children in a rough manner.
During the course of the investigation, LPA conducted interviews with relevant parties, reviewed facility records and documentation, and obtained information through parent interviews.
During interviews, staff described using verbal redirection, songs, hand-holding, and staff positioning to guide children during transitions. Staff interviewed did not report witnessing children being handled in a rough manner. Parent interviews did not produce information corroborating the allegation. No injuries, disclosures, incident reports, independent witnesses, or other documentation were identified to establish that staff handled children in a rough manner.
Although the allegation may have occurred or may be valid, there was not enough evidence to meet the preponderance of evidence standard. Therefore, the allegation that staff handled day care children in a rough manner is UNSUBSTANTIATED.
