On 02/27/2025 at 11:45AM, Licensing Program Analyst (LPA) Saul Zazueta conducted an unannounced complaint inspection to deliver the findings for the above allegation. LPA met with Director, Ana King, and advised director of the purpose of the inspection and conducted a tour of the facility. There was forty-six (46) infants and twelve (12) staff present during the inspection.

It was alleged that licensee is not addressing pests at the facility. During the investigation, LPA conducted interviews with director, facility staff and daycare parents. LPA did not conduct child interviews due to lack of verbal ability in infant children. Photographs, pest control invoices, and facility roster were obtained and reviewed by LPA. Facility director denied the allegation, stating that although staff have observed the presence of rodents in preschool areas, the licensee is active in addressing pests at the facility. The director claimed that the facility has a contract with a pest control company that services the entire campus on an “on call” and monthly basis. LPA reviewed pest control service invoices and interviewed the facility’s pest control account manager, which both confirmed that the facility has been receiving a regular monthly service.

Furthermore, record review of pest control invoices showed that the facility had an increase in service visits for the month of December, which correlates with the time reports of pests were made. Director stated that pest control responds to reports in a timely manner, which corresponds with invoice records provided. LPA also observed bait stations around the perimeter of the facility, as well as glue traps in some of the rooms. Parents interviewed did not communicate any concerns with pests in the facility.

Although LPA observed that infant rooms had no recent reports of pests, upon interview of staff and record review, LPA was unable to determine, whether or not the measures in place are sufficient to mitigate the presence of rodents at facility. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is UNSUBSTANTIATED.

Exit interview was conducted and this report was reviewed with Director, Ana King. Appeal Rights (LIC 9058) was provided. A Notice of Site Visit was provided and must remain posted for 30 days.
