On 04/07/2026 at 8:35AM, Licensing Program Analyst (LPA), Saul Zazueta conducted an unannounced complaint inspection for the purpose of delivering findings regarding the above allegation(s). Upon arrival, LPA met with Director, Ana King and discussed the purpose of the inspection, the complaint process and was led on a tour of the facility. During the inspection there were forty-three (43) children in care, Director and eleven (11) staff.

During the course of the investigation, LPA conducted interviews with the facility representative, staff members, and daycare parents. Daycare children were not interviewed due to lack of verbal ability. Facility roster and training policies were obtained and reviewed by LPA.

It was alleged that staff handles infants in a rough manner. Based on interviews with facility staff, one (1) out of seven (7) staff members alleged to have personally seen Staff #1 (S1) place an infant on the ground in a rough manner. S1 denied handling infants in a rough manner. The remaining staff interviewed denied seeing or hearing anyone roughly handling infants at the facility.

It was alleged that staff engaged in actions of a punitive nature by refusing to attend to crying infants. Based on interviews with facility staff, two (2) out of seven (7) staff reported that they have witnessed crying infants being left unattended for short periods of time. However, staff explained that this was due to staff being occupied and not out of punitive nature.

It was alleged that staff spoke inappropriately to infants in care. Based on interviews with facility staff, there were no reports from anyone seeing or hearing staff speak inappropriately to infants in care.

It was alleged that staff did not provide proper food service to infants in care. Based on interviews with facility staff, there were no reports from anyone seeing or hearing staff providing improper food service to infants in care.

Director denied all four (4) of the allegations, stating that the facility has a strict policy on guidance, protection of and respect for children, and confirmed that staff have no history of violating children’s rights. Based on interviews with staff, LPA determined that staff are knowledgeable on this policy and that the majority of them feel that any concerns they present to the Director are addressed in a timely manner. Parents interviewed shared no concerns regarding the allegations.

Based on overall interviews and records reviewed, there were conflicting interview statements. Although the allegation(s) may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation(s) are UNSUBSTANTIATED.

No deficiencies were cited during today’s visit.

Exit interview was conducted and this report was reviewed with Director, Ana King. A Notice of Site Visit was provided and must remain posted for 30 days.
