On 05/29/2026 at 12:45PM, Licensing Program Analyst (LPA), Saul Zazueta conducted an unannounced complaint inspection regarding the above allegation(s). Upon arrival, LPA met with Director, Ana King and discussed the purpose of the inspection, the complaint process and was led on a tour of the facility.

During the course of the investigation, LPA conducted interviews with the director and daycare staff. Daycare children were not interviewed due to lack of verbal ability. The facility roster and food safety policies were obtained and reviewed.

It was alleged that on 02/10/2026, the facility did not follow proper food service sanitation practices. The director denied the allegation, stating that staff adhere to the facility’s food safety policies and there have been no recent violations. However, staff interviews revealed that a long, dark piece of hair was found in a covered bowl of rice during mealtime. It was reported that the director was notified about the contamination and removed the hair from the food.

The director stated that they inspected the rest of the food and discarded only the hair. No replacement bowl of rice was provided. Staff continued serving the rice to the children.

Based on interviews conducted and records reviewed, the preponderance of evidence standard has been met; therefore, the above allegation(s) are found to be SUBSTANTIATED. Per California Code of Regulations, (Title 22, Division 12 & Chapter 1) one (1) Type B citations are being on the attached LIC 9099-D.

Director stated that they will implement requirements for kitchen staff to wear hair nets and create a procedure to provide substitute meals in the event of future food contamination. Also, Director stated that they will submit a copy of kitchen staff’s food handler training to the San Diego Regional Office by 06/01/2026.

Based on interviews and record review, the director did not comply with the section cited above, as children were served food from a bowl that had been contaminated which poses a potential health, safety, and personal rights risk to children in care.
