Licensing Program Analyst (LPA) Jennifer Lott conducted a complaint investigation visit to deliver findings for the above allegations. LPA was greeted at the front door by Director, Sandra George and was granted entry after identifying herself and disclosing the reason for her visit. The Department’s investigation consisted of a review of records and interviews.

It is alleged that on or about October 2022, a facility staff member inappropriately handled day care children in a rough manner. Interviews and outside source records revealed that staff #1 (S1) has pulled or yanked children by their wrist and arm and restrained a child.

It is also alleged that facility staff member did not meet day care child’s hygiene needs. Interviews revealed that S1 has left children in soiled clothing for extended periods of time. At times, children were discovered to have still been in the same diaper as they were at drop off and turned over to the parents with a full diaper. Other times, S1 ignored a child’s request for toileting, resulting in soiled clothing.

This agency has investigated the complaint alleging facility staff member inappropriately handled day care children in a rough manner and facility staff member did not meet day care child’s hygiene needs. Based on LPA’s record review, interviews and observations, the preponderance of evidence standard has been met, therefore the above allegations are found to be SUBSTANTIATED. Deficiencies are cited per California Code of Regulations, Title 22, Division 6 on the attached 9099D. An exit interview was conducted and report was reviewed with Licensee/Director George. A notice of site visit was given, and must remain posted for 30 days.

Licensee states they will provide personal rights training which will include handling children and their rights in reference to toileting. A list of the training and sign in sheet will be sent to LPA via fax or email by POC date.

On or about October 2022, facility staff (S1) was seen pulling children roughly by their wrist and arm. Another child was seen being restrained. Additionally, interviews revealed that S1 leaves children in soiled clothing. This poses a potential personal rights risk to children in care.
