On 4/09/2024 at 1:31pm, Licensing Program Analyst (LPA), Selina Siao conducted an unannounced Case Management inspection for the purpose of a capacity increase to 61. Upon arrival, LPA met with Facility Representative Chaturika Udugama. Facility is currently licensed to care for preschool children in classrooms #3, #4 and #5. Facility is requesting to add classroom #2. Hours of operation is Monday to Friday from 7:00am to 5:00pm. Present during today’s inspection were 48 children with 4 staff members. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Naing WIn that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA continued to tour the facility and measured new additional indoor activity space. Total indoor activity space measured at 1949.15 square feet, which is sufficient to accommodate only 55 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water bottles. Staff refills the water with the drinking fountain through the Brita water pitcher. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 03/12/2024.

LPA observed a total of 6 sinks and 6 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 61 children.



The facility currently has a fully fenced playground area. The chain link fencing is at least four feet high. The total square footage for all the outdoor activity space is 5838 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via trees and building structure. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There are several little tikes climbing structure and slides on the playground. The biggest play structure is for children ages 2 to 12 and it is properly anchored. There is adequate cushioning in fall zones of climber provided by sand.

LPA observed all hazardous items on the playground to be inaccessible to children. Facility representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

A license for 55 children will be granted upon a final file review.



Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. LPA reviewed with Lead Teacher Ms. Naing Win the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
