On 05/15/26 at 1:15PM Licensing Program Analyst (LPA) J.C. Valdez conductd an unannounced visit to deliver findings, for the complaint received 02/06/26 for the above allegation. LPA met with acting Director Jennifer Grawvunder. LPA identiifed himself and disclosed the purpose of the visit. There were 10 kids and 5 staff present in 1 classroom.
It was alleged that staff were not adequately supervising day care children. Based on staff interviews, the LPA determined that former employee (F1) would wear electronic ear buds and/or ear plugs to muffle the sound of crying children. Interviews further revealed that (F1) was verbally reprimanded on multiple occasions during the last two months of employment (approximately January through February 2026) for using ear buds while on duty. Although visual supervision may have been maintained, (F1's) ability to hear infants in distress was inhibited by the use of ear buds which poses a potential health and safety risk to children in care. The allegation is valid because the preponderance of the evidence has been met, therefore the allegation is found to be SUBSTANTIATED. See 9099-D for deficiency cited. Exit interview conducted and report was reviewed with the assitant Director Laura Rockabrand. Notice of site visit given and must remain posted for 30 days.

F1 is no longer employed with the faclity.
Assitant Director states she will conduct a training with all staff regarding the prohibited use of electronics such as cell phones and ear buds. Assitant Director will send a copy of the signed meeting agenda by POC date 5/22/26.
