On 05/22/26 Licensing Program Analyst (LPA) J.C. Valdez conducted an unnanounced visit to deliver findings, for the complaint received on 02/27/26, for the above referenced allegations. LPA met with the Director Jenni Grawvunder. LPA identified himself and disclooed the purpose of the visit. There were 8 children and 4 staff in 1 classroom.

It was alleged that facility staff yelled at children, made inappropriate comments, and failed to treat day care children with dignity. During staff interviews, it was disclosed that former staff member (F1) was observed calling children “ugly” and yelling statements such as “shut up” and “be quiet.” These actions constitute a violation of the children’s personal rights. Based on the information obtained, the preponderance of evidence standard has been met. Therefore, the allegation is SUBSTANTIATED. See 9099-D for deficiency cited. Exit interview was conducted, and the report was reviewed with Assistant Director Laura Rockabrand. A Notice of Site Visit was issued and is required to remain posted for 30 days. The appeal rights were explained and a physical copy was given.

These actions constitute a failure to treat children with dignity and respect. This is a potential health, safety, and personal rights risk to children in care.
