On 1/20/2026 at 9:40 AM Licensing Program Analyst Hector Canton and Licensing Program Manager Renesha Askew conducted an office meeting for the purpose of deliverig findings for the above allegations for the complaint received on 09/03/2025.

Regarding the allegation "Licensee is operating out of ratio and/or over capacity", the analyst observed that the day care maintained appropriate staff to child ratios in compliance with Community Care Licensing regulations during LPA inspection. A children's roster was obtained and reviewed, and a helper was present during the visit. Licensee states she has knowledge of appropriate ratios and capacity per licensing regulations. LPAs observed on 9/5/25 8 children, including 4 infants, licensee and a helper. A review of the roster shows the licensee has 4 infants enrolled. Licensee does not maintain a daily sign in sign out sheet to track the attendance of the children in care. Based on evidence obtained, LPA is not able to verify licensee was operating out of ratio or over capacity on 9/2/25.

It was alleged "Licensee handles children in an inappropriate manner", The analyst did not observe any child being handled inappropriately. Interview response were contradictory. On 9/5/25 LPA observed the licensee picking children up during times for feeding or changing. The licensee stated that personal rights include ensuring children are not subjected to abuse in any manner. Observations on 9/5/25 showed the licensee and helper to handle the children with care and not causing harm.

It was alleged "Licensee yells at children in care", The analyst did not observe the licensee speaking in a loud or yelling voice to children in care. Based on interviews, the licensee communicates with children using an appropriate and respectful tone although contradictory statements were also received. Interviews conducted could not confirm or deny whether a child had been yelled at.

It was alleged "Uncleared adult supervises children in care", On 9/5/25 the helper was a cleared individual. LPA did not observe any adults in the home to be not cleared in the Guardian website. LPA reviewed staff files. Licensee stated no other helpers were present in her home on 9/2/25 or 9/3/25. The only helper licensee states she has had working for her is the helper that was present on 9/5/25. The file for helper present was reviewed by LPA. Licensee states on Tuesday 9/2/25 she “does not remember” having any other helper. She states she has not had any other helpers this week or last week. She does have interviews at her home for possible helpers on occasion. She obtains interviews by word of mouth or by placing an ad. She possibly remembers placing an ad a month ago. Per Licensee, if a possible interviewee comes to the home to interview with licensee they are not in the home for more than 30 minutes. Interviews conducted provided contradictory information. Per interviews LPA could not prove or disprove the allegation.

Although the allegations may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violations occurred, therefore the above allegations are found to be Unsubstantiated.

Exit interview conducted and report was reviewed with Licensee Linda Fontenette.

The licensee requested to permanently close the facility effective 9/6/25.
