On 2/82023, at 9:00 a.m., Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced annual required inspection. LPA met with Licensee Rosalba Valencia. LPA disclosed the purpose of the inspection and was granted entry into the facility by the licensee. There were five(5) children present, two (2) of whom are ages one years. Facility operates Monday through Friday from 7:00 a.m. to 6:00 p.m.

The indoor and outdoor areas were toured and inspected. The following areas are used for childcare: living room, dining room, kitchen, family room, bathroom 2 and backyard. The following areas are off limits: all (3)bedrooms, bathroom 1 (inside of master) and garage. During the inspection, LPA observed all three off limit bedrooms with opened doors and no locks; door leading to garage from kitchen was also observed unlocked. All off limits areas were accessible to daycare children during the time of inspection. See deficiencies cited on LIC 809D. LPA and Licensee discussed making off limit areas inaccessible to daycare children during daycare operational hours.

The fire extinguisher and carbon monoxide detector meet requirements. The smoke detector did not meet requirements and was not operational during time of inspection. Cleaning compounds, detergents and hazardous items were accessible to daycare children. LPA observed a kitchen drawer that had knives inside and several hazardous items in the garage. No bodies of water were observed on the premises. Licensee confirmed there are no bodies of water on the premises. Licensee stated there are no firearms or weapons in the home.

A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

First Aid and CPR certifications for licensee are valid and expire on 2/28/2023. Licensee did not have the required immunization records or Mandated Reporter training available for review during time of inspection. LPA and licensee discussed how to access the mandated training website. LPA informed licensee to ensure the mandated reporter training is completed once every two years. LPA observed the required documents posted. A sample of children’s files were reviewed and it was determined that Child 1 did not have a Identification and Emergency Information form on file. A technical violation was issued. Children's Roster was not available for review during time of inspection.

There was not a Safe Sleep Log available for review during time of inspection. A technical advisory was issued. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.



Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During today's inspection the following deficiencies were cited: one (1) Type A and three (3) Type B violations; one (1) Technical Violation and one (1) Technical Advisory.

LPA informed licensee upon receipt licensee shall post and provide a copy of this licensing report dated 02/8/2023 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.


Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, the following deficiencies are being cited: See LIC 809D. Exit interview conducted with Licensee Rosalba Valencia and a copy of this report along with Appeal Rights, Notice of Site Visit, LIC 809D, Technical Violation and Technical Assistance. A Notice of Site Visit (LIC9213) was given and must remain posted for 30 days from today’s date. LPA observed Notice of Site Visit posted to bulletin board in living room area.
