25 | On 03/25/22 at 9:45AM, Licensing Program Analysts (LPAs) Edgar Campana and Cindy Meier conducted a complaint investigation inspection at the facility. LPAs initially met with Licensee, Irma Padilla, who was was about to leave facility on an urgent personal matter. Licensee informed LPAs that her adult daughter, Braiana Padilla, would assist and LPAs proceeded to tour the facility. Census was 14 children, one of whom is an infant, and two staff. All adults who were present are cleared and associated to facility, however no staff records are on file.
Upon tour of the facility, it was determined that hazardous items were accessible to children. LPAs observed construction supplies, tools, steel tubes, and chains behind the play structure in the backyard, all of which were directly accessible to children in care.
LPAs also observed an infant inside of a crib with loose articles and objects.
Pursuant to Title 22 of the CA Code of Regulations, the following Type A and B deficiencies were cited (refer to LIC 809-D).
Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. |
