25 | On 2/6/25 at 10:45 pm Licensing Program Analyst (LPA) Gerald Poindexter conducted an unannounced annual inspection. Upon arrival, LPA met with licensee Dee Dee Smith. LPA confirms receipt of signed document on file requesting removal of Annel Bastian as licensee. Ms. Smith is currently the lone licensee. Also, in the home were the licensee’s assistants Cameron Smith (licensee’s adult daughter and resident), Kiera McGuire, and Kristina Johnson. Present in the home were 12 day care children, one under age of 24 months. Licensee states hours of operation are 8 am to 5:30 pm. The licensee was provided with the Inspection Checklist (LIC 126). The 2-story home was toured and inspected to ensure an environment safe for the care and supervision of children. The second floor of the home is separated by gates from the childcare area and requires entry from outside.
The licensee has provided adequate space for the children to eat, sleep and play within the home, exclusively on the first floor. Areas used for child care include play room/classroom, bathroom #1, and enclosed backyard. Off limits areas include kitchen, dining area, living room, library, bedroom #1, bedroom #2, bathroom #2, laundry room and the entire upstairs and are inaccessible through door clamp lock, door locks, or walled off from the remainder of the home. Classroom, bathroom #1 and backyard are accessed through separate entry/exit. The facility has sufficient toys and equipment available.
The home has a fenced backyard available for outdoor activities. Licensee understands that visual supervision is required at all times during outdoor activities. No body of water was observed during time of inspection. Nonetheless, LPA provided Assembly Bill (AB) 2866 (Pellerin), Chapter 745, Statutes of 2024 in order to comply with the pool safety requirements, effective January 1, 2025.
There is a fully charged fire extinguisher, smoke and carbon monoxide detector that meet requirements and are operational. There is an outdoor fireplace that is inaccessible to children.
