On August 15, 2022 at 9:40 AM, Licensing Program Analyst (LPA) Jo Ann Legaspi conducted an unannounced Annual Required Inspection and met with the Licensees Reina and Tayde Chepetla. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensees. The Licensees and nine (9) daycare children were present in the facility during this inspection. Language Link Operators 14952 and 14979 provided Spanish translation services. The daycare is open weekdays 6:30 AM to 5 PM. This facility is a three (3) bedroom, two (2) bathroom, and two (2) story house. Licensee accompanied LPA during this inspection. The following areas used for childcare are: living room, dining room, family room/bedroom and bathroom. The off limit areas are the remaining bedrooms and the kitchen. The remaining bedrooms are accessible through the stairs, which are barricaded with child safety gates. Cabinet sliding locks were observed on the kitchen cabinets.

The fire extinguisher, smoke detector, and carbon monoxide detector met requirements. Hazardous items were observed inaccessible to children during this inspection. The Licensee has available toys, play equipment and materials. Children play in the fenced and shaded side backyard for outdoor activities. Licensee was reminded that continuous supervision is to be given to children whenever engaged in outdoor activities. No bodies of water were observed on the premises during the inspection. Licensee stated there are no weapons in the home.

Licensees’ First Aid and CPR certifications expire in March 2023 and April 2023. Licensees have required immunizations. Mandated Reporter Training was completed on 10/30/2020 and 03/02/2022. The facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on 08/17/2022.

volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with the licensees and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee and LPA discussed the facility emergency disaster plan and safety of children and pets. Licensee has one (1) small dog as a pet. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms, and ensure that all adults residing or working in the home have criminal background clearances or exemptions. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare.

Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. No deficiencies observed.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the Licensees Reina and Tayde Chepetla.
