On June 5, 2024, at 7:30 AM, Licensing Program Analyst (LPA) Jo Ann Legaspi conducted an unannounced Annual Random Inspection and met with the Licensee Cristina Flores. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. The licensee, her spouse/helper and three (3) children were present upon LPA’s arrival, however during the inspection the spouse left with two (2) children and one (1) new child arrived. The spouse and Focus Language International 47 provided Spanish language translation services as needed. This facility is a three (3) bedroom, two (2) bathroom house. Licensee accompanied LPA during this inspection. The following areas used for childcare are: one (1) bathroom, the living room, and the dining room. The off-limit areas are the bedrooms, remaining bathroom, kitchen, and family room. Doorknobs to the bedroom doors have child safety doorknob covers. Access to the remaining bathroom is through a bedroom. Kitchen cabinets have sliding cabinet locks. Access to the family room is barricaded with a child safety gate.

The fire extinguisher, smoke detector, and carbon monoxide detector meet requirements. Hazardous items were observed inaccessible to children during this inspection. The Licensee has available toys, play equipment and materials. The fenced side yard is currently under renovation, thus the spouse states that children have played outside in the front yard or have been taken to a nearby park for outdoor activities. Licensee was reminded that continuous supervision is to be given to children whenever engaged in outdoor activities. No bodies of water were observed on the premises during the inspection. Licensee stated there are no weapons in the home.

First Aid and CPR certifications for both the licensee and their helper/spouse expire in August 2025. Licensee has required immunizations. Licensee completed the Mandated Reporter Training on 05/24/2024. The helper/spouse completed the Mandated Reporter Training on 05/31/2024. The facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on 05/02/2024.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

On this date, 06/05/2024, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. The Licensee Cristina Flores, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA provided Licensee with Provider Information Notice (PIN) 20-24-CCP, a blank LIC 9227 “Individual Infant Sleeping Plan” form and two (2) examples of safe sleep logs.

LPA reviewed with licensee the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the licensee. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms, and ensure that all adults residing

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. No deficiencies observed. A notice of site visit was given to licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the Licensee Cristina Flores.
