32 | observed co-licensees hit, slap, or push children, nor have they been hit, slapped, or pushed. The children interviewed stated both co-licensees are nice. Daycare parents interviewed stated they have not observed co-licensees engage in corporal and/or unusual punishment of daycare children and expressed a high level of satisfaction with the care the co-licensees provide and stated their children have not mentioned the co-licensees hit, slap, or push.
It was also alleged that on an unspecified date, co-licensee, Jeane Wong, yelled at an unidentified daycare child. The co-licensees both denied the allegation, stating they do not yell at the children; however, the co-licensees admitted that due to the program being conducted outside, there are times when their voices may sound loud, especially if it pertains to directing a child for safety, which could be perceived by others as though they are yelling. Three (3) daycare children interviewed denied that the co-licensees yell but stated the co-licensees occasionally raise their voice but denied that they feel threatened or frightened by the tone the co-licensees use.
The co-licensees speculated the complaint was retaliation over a dispute with a neighbor. Due to conflicting information obtained throughout the course of the investigation and no other witnesses to the alleged incidents, LPA was unable to determine whether or not the allegations occurred. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegations are UNSUBSTANTIATED.
Exit interview was conducted and the report was reviewed with Co-Licensee, Elaine Wong. A Notice of Site Visit was given and must remain posted for 30 days. |
