On 7/2/2024, at 8:45 a.m., Licensing Program Analysts (LPA’s), Cindy Meier and Saul Zazueta conducted an unannounced Annual Inspection and met with Co-Licensees, Elaine and Jeane Wong. LPAs disclosed the purpose of the inspection and were led on a tour of the facility indoors and outdoors. This facility is a two story, two-bedroom, two-bathroom, and office house. The main daycare area is a multi-leveled, fenced outdoor area with shade coverings. The entrance to the daycare area is through a side gate. Children and parents do not enter the main home for drop off or pick up. The areas used upstairs is the bathroom and library. Off limits areas include the entire main house. Children do not have access to the main house. Stairs are barricaded by gates.
Hours of operation hours are Monday – Friday 7:30am to 4:00pm.

The fire extinguisher, smoke detector and carbon monoxide detector met requirements. Hazardous items were inaccessible to children in care. LPA informed co-licensee poisons shall be placed in a storage area and locked. LPA did not observe any poisons during the inspection. The storage area for poisons is locked. LPA observed toys and materials available for children’s use. The home has a fenced backyard available for outdoor activities. LPA informed licensee to ensure children are supervised at all times during outdoor activities. There is no fireplace on the premises. Co-Licensee stated there are no bodies of water and LPA did not observe any bodies of water during the inspection. Co-Licensee stated there are no firearms, other weapons, or ammunition in the home.

A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions.

LPA reviewed children’s files. Children’s files reviewed were complete and met regulations.

Co-Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Co-Licensee’s Mandated Reporter AB1207 training expires 08/28/24. Pediatric CPR and First Aid certifications expire on 08/2025. Co-Licensee has required immunizations, per file review. Facility roster is maintained and was reviewed. The co-licensee conducted and documented a fire and disaster drill on 7/1/2024. Required documents are posted.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Co-Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the co-licensee, Elaine Wong, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
LPA reviewed with co-licensee the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.
