32 | and stated that the facility always maintains ratio and capacity. During review of the facility roster, children’s and staff schedules no violations of the terms of the facility license were noted. Daycare children interviewed stated they interact with both co-licensee and assistant. Parents interviewed expressed that they have never observed too many children with only one (1) staff at pick up time.
It was also alleged that on an undisclosed date, assistant #1 (A1) yelled at an unidentified child when they did not listen, grabbed their arm, lifted them out of the chair and threw them into the center of the room. A1 denied the allegations and stated they have never yelled or handled a child in a rough manner. Co-licensee denied the allegations stating she has never observed A1 yell at or rough handle a child. Four (4) current daycare children stated they had never observed A1 yell at or hit children, nor had been yelled at or handled roughly by staff. Daycare parents interviewed stated they have not observed staff yelling or handling children in a rough manner and expressed a high level of satisfaction with the care the co-licensee provides.
It was also alleged that due to the lack of supervision daycare children would hit each other. No specific incidents were described, or any ouch reports were recorded. LPA was unable to verify any specific incidents. There were no other witnesses to the alleged incident and no written or photographic documentation to support that specific incidents had occurred. Parents interviewed expressed a high level of satisfaction with the care the facility provides and feel it is a safe environment.
Due to conflicting information obtained throughout the course of the investigation and no other witnesses to the alleged incidents, LPA was unable to determine whether or not the allegations occurred. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegations are UNSUBSTANTIATED.
Exit interview was conducted and the report was reviewed with Co-Licensee, Linda Kinney. A Notice of Site Visit was given and must remain posted for 30 days.o |
