On December 19, 2024, at 4:15 PM, Licensing Program Analyst (LPA), Gloria Gonzalez conducted a complaint inspection to deliver findings and met with Licensee, Loren Guzman regarding the above allegations. LPA advised Licensee of the purpose of the inspection and conducted a tour of the facility. There were four (4) daycare children and one (1) staff member present during the inspection.

On November 1, 2024, Community Care Licensing (CCL) received a complaint alleging Licensee exposed a daycare to cigarette smoke and Licensee did not meet the childs diapering needs. During the course of the investigation interviews were conducted with several daycare children, several daycare parents and staff members. Licensee denied the above allegations and stated that no one that lives at this address or works at this facility smokes. Licensee stated that diapers are changed every 1-2 hours a day or more if needed.

Based on LPA's observations, interviews conducted and records reviewed, there was no corroborating evidence regarding the above allegations. Due to conflicting information obtained from the interviews, and although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur. Therefore the above allegations are found to be unsubstantiated.

A copy of this report and appeal rights (LIC 9058) was provided to Licensee. LPA observed Licensee post LIC9213 – Notice of Site Visit and Licensee was advised this notice is to be posted for 30 days from today’s date. An exit interview was conducted with Licensee, Loren Guzman. This report was interpreted to licensee in Spanish by LPA Gonzalez.
