On 11/27/23 at 8:15 AM Licensing Program Analyst (LPA) Adrian Mangina conducted an unannounced Annual inspection with the Licensee, Maria Finete. Also present in the home was Assistant Suset Freitas and six daycare children. Proper supervision and ratios were observed. The 3-bedroom, 2-bathroom single story home was toured and inspected to ensure an environment safe for the care and supervision of children. Licensee rents the home and has provided a lease as proof of control of property. Because the Licensee rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).

The licensee is using the following areas for daycare: kids’ room and bathroom. Off limit areas include: living room, dining room, kitchen, master bathroom and all bedrooms. Business Hours are: 7:30 AM to 5:30 PM M-F. License’s First Aid and CPR certifications expire on 7/2025 and Mandated Reporter Training AB 1207 was completed 12/16/21. Assistant Susete s First Aid and CPR certifications expire on 7/2025 and Mandated Reporter Training not AB 1207 was completed 2/3/22. Licensee and staff meet immunization requirements. Last Disaster drill was conducted 8/23/23. Licensee has daycare insurance which expires 9/26/24. LPA reviewed six child files which were complete. There is a working 2A10BC fire extinguisher located in kitchen, smoke alarm located in dining room, and carbon monoxide detector located in kid’s room are present and operational. There is adequate heating and ventilation in the home. Children’s toys, play equipment and materials are available. Licensee states there are no firearms or weapons in the home. Licensee reminded that Safe sleep requires that no items are hung from cribs/playpens. Entrance Checklist was provided to the Licensee.

A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers,

except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Provider is hereby reminded of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms, ensure that all adults living or working in the home have criminal background clearances associated to the facility, corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov. LPA Mangina directed Licensee to website: https://www.cdss.ca.gov/inforesources/community-care-licensing to receive important updates and information.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Exit interview conducted and report was reviewed with the Licensee, Maria Finete. A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
