32 | sound firm, but stated it is not done intentionally. Two (2) out of three (3) parents interviewed stated they have no concerns regarding the facility or licensee.
It was alleged that the licensee forces day care children to sleep, is not using appropriate sleeping equipment for infants, and allows sleeping infants to be left unattended in a closed room. Licensee denied these allegations and stated all the children sleep in the daycare room, either on cots or play yards. Licensee stated children sleep on appropriate napping equipment according to their age. Licensee did state she pats children’s back to assist them in relaxing and going to sleep. Licensee stated occasionally in the beginning, a new child may cry longer at nap time, due to the new environment which others may interpret as being forceful or rough handling. During inspections, LPA observed all children sleeping in the daycare room either in play yards or cots and did not observe any adults being rough with the children.
It was also alleged that the facility is unsanitary and outdoor toys are in disrepair. During inspections, LPA observed the facility to be within normal conditions of health and safety for the children in care. The LPA observed the outdoor play yard equipment to be safe for children to use, observed the trampoline to have a tear, and advised licensee to have it repaired for the children’s safety even though it is currently not being used due to the young ages of children enrolled.
One (1) out of two (2) assistants interviewed (S1) stated they have never observed children being hit or mishandled in a rough manner at the daycare.
Due to conflicting information obtained throughout the course of the investigation and no other witnesses to the alleged incidents, LPA was unable to determine whether or not the allegations occurred. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.
