On 06/06/2023 at 8:35 am, Licensing Program Analysts (LPAs), Michelle Hood and Thien Dinh conducted an unannounced Annual Required Inspection and met with Licensee Sirat Yusuf. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. There were two children present in the facility during this inspection. The licensee accompanied LPAs inside and out of the facility during this inspection. The off-limits areas are inaccessible using door locks and safety gates. Per the licensee the operating hours are Sunday to Saturday 6am-11pm.

The fire extinguisher, smoke detector, and carbon monoxide detector met the requirements. All hazardous items were inaccessible to children. The licensee has toys, play equipment, and materials available. There's a fireplace in the dining room. The licensee uses the facility backyard for outdoor play. There is a fenced pool in the backyard. The fencing meets the regulations. The fence door swings out and self latches. The licensee stated the daycare children do not use the pool. The licensee was reminded all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to the initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Licensee’s First Aid and CPR certifications expire on 10/2023. The licensee has required immunizations. Licensee completed Mandated Reporter Training on 09/20/2021. The facility roster is maintained and reviewed. LPA reviewed children’s files. The last fire and disaster drills were conducted and documented on 05/15/2023.

When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPAs discussed the safe sleep regulations with the licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the licensee Sirat Yusuf of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. There is one crib or play yard for each infant who is unable to climb out of the crib or play yard. Cribs or play yards are free from all loose articles and objects. The licensee physically checks on sleeping infants every 15 minutes; however, she has not documented. An Individual Infant Sleeping Plan [LIC 9227 (3/20)] shall maintained for each infant up to 12 months of age and shall be available to the Department for review. The licensee places infants up to 12 months of age on their backs for sleeping.

LPAs provided and discussed the following: Reporting Covid positive, suspected child abuse & neglect, maintaining children’s records according to regulation, and post required forms. The licensee was reminded corporal punishment, smoking, exersaucers, bouncy seats, walkers, jumpers, and/or similar equipment are not allowed in daycare. LPAs and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

An exit interview was conducted and the report was reviewed with the licensee. Due to an issue with LPA Hood's printer, the licensee will be emailed a copy of the licensing report. The licensee was provided a copy of the appeal rights (LIC 9058 12/15), and notice of site visit. Notice of site visit must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
