25 | Licensing Program Analyst (LPA) William Chancellor conducted an unannounced annual inspection for Byles Family Childcare (FCCH) on March 13, 2025, at 11:55 AM. LPA met with Licensee Jennifer Byles, who guided LPA on a tour of the inside of the home. There were seven (7) children present with Licensee when LPA arrived. To maintain supervision during the inspection, LPA inspected the backyard individually.
The facility operates Monday through Friday from 6:00AM to 6:00 PM each day. Certain areas are off-limits, including the attached garage, master bedroom and bathroom. Facility is licensed as a large FCCH with a maximum capacity of fourteen (14) children and is operating within the licensed capacity of the license. An assistant was not present during today’s inspection and appropriate ratios were maintained. With two school aged children, two infants under 24 months and three preschool aged children.
During the inspection, LPA observed a rainy indoor schedule, where children were transitioning from cleaning up from play time, hand washing, lunch, restroom break and then nap. Licensee was observed to be redirecting children and supervising intermittently, while multi-tasking by cooking lunch and assisting with cleaning up. A working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, mounted near the kitchen entry. LPA observed a dual, functioning and operational smoke detector and carbon monoxide detector. The fireplace is properly screened in the living room, with a child safety gate and strategically positioned furniture, preventing access to children. LPA confirmed operating child safety locks in kitchen and restroom cabinets, making hazardous items, including toxins, and medications locked and inaccessible to children. Licensee, Jennifer Byles, stated weapons are not present in the home at this time. Licensee understands that all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations.
The facility provides a variety of age-appropriate toys for children. A current electronic roster was available for review. LPA confirmed the required postings, including the Facility Sketch, Emergency Disaster Plan, License and Notification of Parent’s Rights, are displayed on a cork board in the dining room. Fire and disaster drill documentation is maintained, with the last drill was conducted and recorded in December 2024.
