On 03/03/23, at 02:45 P.M., LPA Edgar Campana, conducted an unannounced complaint visit to this facility in order to deliver the findings for the above allegation. Analyst met with Licensee, Cecilia Sandlin, for the delivery of the findings. Licensee led LPA on a tour of the facility. There were five daycare children present during inspection.

During the course of the investigation, interviews were conducted with the licensee, a staff member, daycare parents, and daycare children.

It was alleged that Licensee engaged in corporal punishment of daycare child resulting in injury. Interviews were conducted with four (4) daycare parents, licensee, staff members, and three (3) daycare children regarding this allegation.

During interview with daycare parents, no parents expressed any concern regarding this allegation. During interviews with licensee and staff members, no occurrences of corporal punishment of daycare children was discovered. Additionally, facility discipline policy was discussed and was found to be in compliance of Department regulations. During interviews with daycare children, no statements indicating that staff engaged in corporal punishment of daycare children were obtained.

Based on interviews conducted, there is a lack of evidence available to be able to draw definitive conclusions. Although the above allegation may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore it is determined that the above allegation is UNSUBSTANTIATED.

A copy of this report, appeal rights (LIC 9058 - 03/22), and LIC 9213 – Notice of Site Visit was provided to the licensee. Licensee was advised to post the LIC 9213 for 30 days. An exit interview was conducted with licensee, Cecilia Sandlin in Spanish.
