On 8/13/2025 @ 10:12AM, Licensing Program Analyst (LPA) Nancy Diaz conducted an unannounced inspection in reference to a complaint received on 8/11/2025 alleging that Mrs. Packer handled infant in an inappropriate manner.
Observed present today were 6 children (1 child under 2) with Mrs. Packer and her assistant Mirna Morales. LPA interviewed both the licensee and her assistant. LPA also interviewed parents via telephone.
Mrs. Packer admitted to grabbing the child by its legs from a baby chair. Mrs. Packer stated that it was not her intention to hurt a child. She was not aware that this was inappropriate. She stated that this was not normal for her to grab the child from the chair.
Based on the interview with the licensee, Mrs. Packer admitted to grabbing an infant by the leg from an infant chair and sat her on the floor.
The preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED, California Code of Regulations, Title 22, 102423(a)(2) is being cited on the attached LIC 9099D. Notice of site visit was given and must be posted for 30 days.

Mrs. Packer stated that she will educate herself better. She learned today that this was not a safe practice. She will ask for assistance when needed. She will also educate her assistant so they can learn together and have communication with the parents.

Based on interview with Mrs. Packer, she admitted to grabbing an infant by the legs to sit infant onto the floor so she can play with her toys.
This practice poses a potential risk to the health, safety or personal rights of persons in care.
