On 6/10/2024, at 1:20pm, Licensing Program Analyst (LPA), Angela Nguyen conducted an unannounced Plan of Correction (POC) inspection. The purpose of this inspection is to ensure that the deficiencies cited during the annual random inspection on 8/14/2024 were corrected. LPA met with Licensee, Sahro Nor and Kalid Ibrahim was led on a tour of the facility. There were no day care children in care.

the following deficiencies have been correction as followed:


· There is a barricade at the bottom of the staircase which made the second level inaccessible to children.

· Licensee has purchased 2 play pins as napping equipment for infants.

· Licensee has maintained 15-minute sleep log for Child #1, LPA reviewed and determined to be completed.

· All detergents and cleaning compounds have been stored behind latched cabinet are made inaccessible to children.

· Licensee has completed children’s records for all children in care. LPA reviewed and determined to be completed.

· Licensee has completed AB1207 Mandated Reporter training certification was completed on 8/20/2024. Licensee submitted a copy of certification to San Diego Regional Office on 8/20/2024.

· LPA reviewed LIC 9224 (Acknowledgement of receipt of licensing reports) and observed to be placed in all children’s files.

During the inspection, licensee requested to use the enclosed patio area in backyard for outdoor play. LPA inspected the outdoor play area and determined that it was safe to use.

During the inspection, licensee requested to use the enclosed patio area in backyard for outdoor play. LPA inspected the outdoor play area and determined that it was safe to use.

LPA discussed, reviewed and provided title 22 regulation section 102417 (a) Operation of a Family Child Care Home:

(a) The licensee shall be present in the home and shall ensure that children in care are supervised at all times. When circumstances require the licensee to be temporarily absent from the home, the licensee shall arrange for a substitute adult to care for and supervise the children during his/her absence. Temporary absences shall not exceed 20 percent of the hours that the facility is providing care per day.

Both licensee’s Sahro Nor and Kalid Ibrahim stated they understand and will comply with the above regulation.



The maximum capacity for a large family child care home: 12 children (with a qualified assistant) with no more than 4 infants; or (with landlord consent) 14 children (with a qualified assistant) with no more than 3 infants, 1 child enrolled in kindergarten or elementary school and 1 child at least age 6 including children under age 10 who live in the licensee's home. When there are no Qualified Assistants present, the capacity reverts to the requirements for a Small Family Child Care. LPA reviewed capacity for a large license for up to 14 children. Landlord consent for large is not on file. The maximum number of children in care is 12 until LIC 9149 is submitted to LPA. A large license for 14 can be granted effective 8/21/2024.

A copy of the report and Appeal Rights were provided to the licensee. Notice of Site Visit (LIC 9213) was given to the licensee and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview was conducted with Licensee, Sahro Nor and Kalid Ibrahim.
