On 11/25/2024 at 9:50 AM Licensing Program Analyst (LPA) Stefanie Mutialu and Licensing Program Manager (LPM) Joelle Redding conducted an unannounced inspection with the License, Francine Mikele. LPA identified self, disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. Present in the home were the Licensee, licensee’s 14 year old so, licensee's 9 year old nephew and 2 day care children. The one-story, three-bedroom, two-bathroom home was toured and inspected to ensure an environment safe for the care and supervision of children. Licensee accompanied LPA inside and out of the facility during this inspection.

The fire extinguisher located in the kitchen, smoke detector located in the hallway, meet requirements and are operational. Carbon monoxide and Fire pull system are not in place or present. CCLD will request a new fire clearance, All hazardous items were latched/locked and secured out of reach of children. There is not a body of water on the property. Licensee states that there are no weapons in the home. Licensee has provided adequate space for the children to eat, sleep and play within the home. Ants located in bedroom 2 due to food droppings on the floor. LPA advised licensee to ensure all areas are clean and free of food droppings. Areas used for child care include living room, bedroom 2, kitchen, and bathroom 1. Off limits areas include bedroom 1, bedroom 3, bathroom 2, backyard, and front yard and all areas with the exception of bedroom 1 were inaccessible to children through the use of children proof door knob covers. Bedroom 1 was accessible during today's visit. LPA inspected Bedroom 1 and did not find any safety hazards. Licensee secured the room with a door knob cover during the visit. Licensee was using the garage as supplemental play space without prior approval of Licensing. LPA determined that the stacked boxes were a potential hazard and the space will remain off limits until the debris is cleared. Licensee made the space inaccessible with a safety gate today. The licensee has sufficient toys and equipment available. The home has a fenced backyard available for outdoor activities and licensee will use side of backyard for outdoor activities when all hazardous items and debris are removed and space is made safe for children. Licensee will send photo to CCLD for approval prior to use. Licensee currently uses local park for outdoor activities with direct supervision at all times.

Licensee's sister, Frida Boukandou assists with child dare when Licensee operates as a large family child care, however licensee currently only has 5 children enrolled. LPA advised Licensee to prepare a personnel file for Frida and provided information needed today. A review of facility records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. First Aid and CPR certifications expire on 12/17/2025. Licensee has required immunizations. Licensee completed Mandated Reporter Training on 04/04/2024 via UDW. LPA will review upon return to the office to determine if the course is through an approved vendor. Childrens' records were not complete. Three of the five children were missing immunization records and the two with immunizations on file did not have a PM286 (blue card).

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Provider is hereby reminded of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms, ensure that all adults living or working in the home have criminal background clearances to avoid civil penalties associated with this requirement; corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. Licensee was also provided handouts with information regarding upcoming Safe Sleep Regulations/SIDS, Lead exposure and Shaken Baby Syndrome. LPA and Licensee discussed California Megan's Law : www.meganslaw.ca.gov.
