On 6/13/23 at 10:10am Licensing Program Analyst (LPA) Patrick Ma conducted an unannounced annual inspection. Upon arrival, LPA identified himself and provided his badge to Alina Gritsynk. Ms Gritsynk stated she is Licensee’s son’s fiancé and has been there a week and will only be staying a “few days.” Licensee Sahira Jameel returned to the home at 10:19am. LPA identified himself and provided his badge again and stated purpose of the visit is for annual inspection coupled with her increase capacity application received on 11/13/22 and cleared fire inspection report submitted to the Department on 5/4/23. Licensee called daughter Diana Bataq on FaceTime to provide translation in Arabic to Licensee. Licensee stated Ms Gritsynk has been there for 2 weeks and will be leaving 7/1/23. Licensee was advised, if guest stays beyond 30 days they must be fingerprint cleared and associated to her license. The one story home was toured and inspected to ensure an environment safe for the care and supervision of children. There were no children in care during inspection.

Licensee has provided adequate space for the children to eat, sleep and play within the home. Areas used for child care include living room, kitchen, dining room, hallway bathroom, bedroom 4, and the side concrete portion of the rear yard. Off limits areas include living room 2, garage, bedrooms 1, 2, and 3, bathroom 1, and living room closet and are inaccessible through use of door locks and gate. The licensee has sufficient toys and equipment available. The home has a fenced backyard available for outdoor activities. Licensee understands that supervision is required at all times during outdoor activities. LPA conducted child care quality management interview with the Licensee.

The fire extinguisher, smoke detector, and carbon monoxide detector meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children during inspection. There is no body of water on the property. Licensee states that there are no weapons in the home. First Aid and CPR certifications expire on 1/2025. Licensee has required immunizations. Licensee is exempt from Mandated Reporter Training as their primary language is Arabic. Children’s records were reviewed.

Provider is hereby reminded of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms; corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

LPA discussed the safe sleep regulations with licensee and discussed the Childcare Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with Licensee the LIC 311D, Forms/Records. To Keep In Your Family Childcare Homes, children’s forms/records, facility forms/records, and information to be posted.

A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Childcare Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed and provided Licensee with the following: childcare advocates-email address: childcareadvocatesprogram@dss.ca.gov . In addition, for general questions or questions regarding licensing requirements contact the Childcare Licensing Duty Line at (619) 767-2248.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Childcare Homes Section 102417. LPA Patrick Ma informed licensee Sahira Jameel that this report dated 6/13/23 documents 1 Type A citation which shall be posted for 30 consecutive days as there are immediate risks to the health, safety, or personal rights of children in care. Also, LPA Ma informed the licensee to provide a copy of this licensing report dated 6/13/23 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

No further corrections are needed. A license for 14 children may be issued upon final file review. Licensee was reminded that annual fees are due on the date they were licensee every year.
