On 08/29/2023 at 3:00pm, Licensing Program Analyst Selina Siao conducted an unannounced inspection to investigate the above complaint allegation. Upon arrival LPA met with licensee Haiqin Chen who was at the facility supervising 9 day care children including 4 infants during nap time. Co-Licensee Zhijin Wang arrived to the facility at 3:16pm and helper Jia Ying arrived at the facility at 3:28pm. The children were observed napping on the soft matting in the family room area and one infant napping inside a playpen in the napping room. LPA observed two rockers and a walker at the facility which are prohibited for day care. Based on LPA’s observations the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated.

The above allegation is substantiated, this is a repeat violation. Civil penalty of $250 is being assess today. See 9099D for citation issue.

Both licensees were informed and was provided with a picture of the prohibited items for day care. Licensee removed the items during the inspection.

During today's inspection LPA Siao observed a walker and two baby rocker at the facility. These are prohibited in day care. This is a repeat violation within the last 12 months. This poses a potential safety risk to children in care.
