On 10/23/2024 at 8:45 AM, Licensing Program Analysts (LPA) Oscar Picazo conducted an un-announced annual/Random inspection with Licensee, Maria Meza. The purpose of the inspection is to ensure the home is in compliance with the standards established in CCR, Title 22, Division 12, Chapter 3, for Family Child Care Homes. This single story, 3 bedroom, (2) bath home was toured and inspected. Licensee Maria Meza guided the tour. The was days and hours of operation are Monday through Friday, 5:30 am - 7:00 pm. Licensee will utilize the following areas for childcare: Living Room, Dining Room, Kitchen, bathroom 1 with access through Master bedroom 1 for bathroom access only, bedroom 2, bedroom 3, bathroom 2, and the back patio. Off limits areas include the right side yard, which is made inaccessible to children by a self a fence with latching gate door. All cabinets and drawers are secured with safety latches and cabinet locks.The back patio is used for outdoor activities and is properly fenced. Licensee stated that she will ensure children are supervised at all times during outdoor activities in the back patio.

The home is equipped with 2 fire extinguishers that are rated 2-A:1040-B:C and are located in the kitchen and outside in the back patio. Smoke and carbon monoxide detectors meet requirements and are operational. Poisons, detergents, cleaning compounds and other hazardous items are locked and made inaccessible. The applicant has age appropriate toys and materials in the home. Detergents, cleaning compounds and medicines are inaccessible to children in care and are located in an off-limits area. The applicant has a working cell phone. Applicant stated there are no firearms, ammunition or other weapons in the home. Applicant stated there is no body of water on the property.

A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances.

Currently, there are 13 school-age children enrolled at the day-care.

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5- days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Licensee’s Mandated Reporter AB1207 training expires 06/5/2026. Applicant completed 8 hours of preventative health which included nutrition and lead training on 3/06/2021. Pediatric CPR and First Aid certifications expire on 02/2025. Property Owner/Landlord Consent form LIC9149 is on file, signed by landlord and approves licensee to care for fourteen (14) children.

Immunization records per SB792 were reviewed and are complete per file review. Facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on 09/27/2024. Required documents were posted during the time of inspection.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

On this date, 6/14/2024, the California Attorney General - Megan’s Law website (meganslaw.ca.gov) was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses.

Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

Southern California Child Care Advocate information was provided, and applicant was encouraged to subscribe through the CCLD website to be placed on an email list for updated regulation information. Advocate information was provided: (714) 703-2800 or childcareadvocatesprogram@dss.ca.gov.

LPA discussed the maximum capacity for a small family child care home: four infants only (infants mean any children under 24 months); or six children with no more than three infants; or, with landlord consent, eight children with no more than two infants, one child in kindergarten or elementary school and one child at least age six, including children under age 10 who live in the home.

During the exit interview, the Licensee, Cynthia Lahmann, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

No deficiencies cited during today's inspection.

Exit interview conducted and report was reviewed with the Licensee, Maria Meza. A copy of this report along with Appeals Rights, were provided. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
