On 5/19/23 at 8:30am Licensing Program Analyst (LPA) Patrick Ma conducted an unannounced annual inspection. Upon arrival, Licensee, Maria Odeesh, requested “2 minutes to get dressed”. Husband Ammar Hanna was called to help translate in Arabic for Licensee. Licensee was provided the Inspection Checklist (LIC 126). The one story home was toured and inspected to ensure an environment safe for the care and supervision of children. Two of licensee’s own minor children were present when LPA arrived. Two daycare children arrived at 10:07am during the inspection.

Licensee has provided adequate space for the children to eat, sleep and play within the home. Areas used for child care include living room, family room, kitchen, bedroom 1, bathroom 1, front yard, and fully fenced backyard. Off limits areas include bedroom 2 (master), bedroom 3, bedroom 4, bathroom 2 (inside of master), and garage and are inaccessible through use of door locks, however, all bedroom doors were open when LPA first arrived and locked during the inspection. LPA only observed 2 children’s bicycles in the back yard and a swing set. No other toys or learning equipment was observed. The home has a fenced backyard available for outdoor activities. Licensee understands that supervision is required at all times during outdoor activities. LPA conducted child care quality management interview with the Licensee.

The fire extinguisher, smoke detector, and carbon monoxide detector meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children. There is no body of water on the property, but home has an empty fountain in the front yard. Licensee states that there are no weapons in the home. First Aid and CPR certifications expire on 1/2025. Licensee has required immunizations. Licensee is exempt from Mandated Reporter Training as her primary language is Arabic. However, helpers Ammar and Fabian Hanna required current certificate in their file. Children’s and Staff records were reviewed and require corrections.

All children, age and ability permitting, and the provider, the assistant provider, and other members of the household, shall be instructed in their duties under the disaster plan. Provider is hereby reminded of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms; corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

LPA discussed the safe sleep regulations with licensee and discussed the Childcare Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with Licensee the LIC 311D, Forms/Records. To Keep In Your Family Childcare Homes, children’s forms/records, facility forms/records, and information to be posted.

A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Childcare Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA Ma informed licensee Maria Odeesh that this report dated 5/19/23 documents 1 Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care.

Also, LPA Ma informed the licensee to provide a copy of this licensing report dated 5/19/23 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
