13 | On January 15, 2025, at 1:20 PM., Licensing Program Analyst (LPA), Sherlynn Banas conducted an unannounced visit for the complaint received on November 18, 2024, to deliver a finding regarding the above allegations. LPA met with Claudia Felder and toured the facility. Lilian Alvarado and Kevin Chapa, helpers were also present and are fingerprint cleared and associated to the facility. There were 9 children present at the time of visit.
It was alleged that provider handled day care children in an inappropriate manner, uncleared adult caring and supervising day care children, and provider operated over capacity. During course of investigation, LPA interviewed reporting party, Licensee, staff member, children, and parents to support the findings for these allegations. LPA reviewed records, text messages and videos for this investigation. During course of investigation, LPA determined that provider did not handle children in a rough manner. Licensee assisted children during an outdoor activity in an appropriate manner. Through information received from Reporting Party and Licensee, LPA determined that one male assisted Licensee with caring and supervising children one day in summer 2024. This individual met clearance requirements and was associated to the facility. Licensee has maintained an appropriate number of children to adult supervision and LPA observed appropriate capacity during visits. During the course of investigation, LPA received conflicting information regarding a child being taken to the park to avoid facility over capacity.
Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove that the alleged violations occurred, therefore the above allegations were found to be UNSUBSTANTIATED. Exit interview was conducted and report was reviewed with the licensee, Claudia Felder. A Notice of Site Visit was given and must remain posted for 30 days.
