13 | On 11/7/22 at 2:15pm, Licensing Program Analyst (LPA) Adrian Castellon conducted an unannounced inspection to deliver complaint findings for the allegation listed above. LPA met with Licensee Lidiette Cenizo and discussed the purpose of the inspection. A full investigation was conducted by the Department’s Investigations Branch (IB) Investigator. It was alleged a daycare child (C1) sustained unexplained injuries while in the licensee's care. During the course of the investigation, interviews were conducted with licensee, facility staff, day-care parents, and representatives from outside agencies. Based on interviews conducted by the Department's Investigator, SDPD report, San Diego County Social Worker Report, medical report, texts messages and photographs obtained, the allegation is deemed to be unsubstantiated. There is not enough information to support the allegation of physical abuse to C1 sustaining injury while at the childcare. Therefore this case is deemed unsubstantiated, meaning that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged allegation occurred. A copy of today's report, Notice of Site Visit and appeals rights given to the licensee. An exit interview was conducted with licensee and she stated that she understood. Notice of Site Visit should be posted for 30 days from today's date. |
