25 | On 2/14/22 at 2:00 PM, Licensing Program Analysts (LPAs) Keturah Lane and Saraliz Velando, conducted an unannounced Proof of Corrections (POC) visit with Licensee. Upon arrival, LPAs met with Licensee Makisha McNeil and toured the facility. The purpose of the visit was to follow up on deficiency Licensee received on 11/3/21 for being out of ratio and off-limit areas accessible to children in care. Total census was 6 children with Licensee Makisha McNeil. LPAs observed appropriate supervision and capacity/ratio. LPAs toured the facility and observed garage door was unlocked, bedroom next to bathroom was unlocked (door closed) and the door to bedroom #3 was open. In off-limit areas (bedrooms), LPAs observed a bottle of wine, perfumes and toiletries items accessible on the dresser. The gate that separates the kitchen area from living room was not secured and could be pushed over. LPAs observed several bottles of alcohol on a bar cart in the living room. In the bathroom, LPAs observed Clorox bleach spray accessible in unlatched lower cabinet and deodorizing spray within reach on countertop. Off-limit areas accessible is a repeat violation within the past 12 months and a $250 civil penalty was assessed. Licensee was provided a copy of Civil Penalties Assessment LIC421FC.
Licensee stated that she changed how she operates her childcare in January 2022 and starts her day outside with the children and they only come inside for naptime. The children use the potty chairs outside and handwashing station outside. LPA Lane advised the children to use the indoor bathroom for health, safety and personal rights reasons. At 2:20 PM, LPAs observed Licensee’s adult daughter arrived at the facility and left a few minutes later.
LPAs Lane and Velando informed licensee Makisha McNeil that this report dated 2/14/22 documents one Type A citation which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care.
