On 04/24/2023 at 09:00 AM, Licensing Program Analyst (LPA) David Miller conducted an unannounced Annual Required Inspection and met with the Licensee, Gabriela Corona. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. The licensee, staff and eight (8) daycare children (one two-year old and seven pre-school children) were present during the inspection. LPA conducted a tour of the home inside and outside per facility sketch. This facility is a one story, three (3) bedroom, one (1) bathroom home. Licensee accompanied LPA during this inspection. Licensee is using the following areas for daycare: daycare room, family room, hallway, and bathroom. Off limit areas include: kitchen, Master Bedroom, and bedroom 1 and bedroom 2, and are made inaccessible via a safety gate and lock on the doors. Licensee stated that she would contact Licensing before making any changes to approved daycare areas.

The fire extinguisher and smoke/carbon monoxide detector met requirements. The licensee has available toys, play equipment and materials. Children play outside in the fenced backyard Licensee was reminded that continuous supervision is to be given to children whenever engaged in outdoor activities. The licensee does have a hot-tub, which is made inaccessible to children via a locked cover that can hold an adult's weight. Licensee stated there are no weapons in the home and LPA did not observe any firearms at the time of this inspection.

Licensee’s First Aid and CPR certifications expire on 10/07/2023. Licensee has required immunizations. The licensee's mandated reporter training will expire on 04/27/2024. The facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on 02/15/2023.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms, and ensure that all adults residing or working in the home have criminal background clearances or exemptions. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare.

Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. A copy of the report and appeal rights (LIC 9058) was provided to the applicant and notice of site visit (LIC9213) was given to Licensee and must remain posted for 30 days.
