On October 7th, 2021 at 10:00 AM, Licensing Program Analyst (LPA) Jo Ann Legaspi conducted an unannounced Annual Required Inspection and met with the Licensees Ubah Farah and Adam Yusuf. Licensee Adam Yusuf provided translation services for Licensee Ubah Farah. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensees. Only the Licensees and their two (2) natal children were present in the facility during this inspection. This facility is a four (4) bedroom, two (2) bathroom single floored house. Licensee accompanied LPA inside and out of the facility during this inspection. The following areas used for childcare are: the living room, one bathroom and one bedroom. The off limits areas are the remaining bedrooms, remaining bathroom and the kitchen. The fireplace is screened with a wooden board.

The fire extinguisher, smoke detector, and carbon monoxide detector met requirements. No hazardous items accessible to children were observed during this inspection. Licensees have available toys, play equipment and materials. The home has a fenced backyard for outdoor activities. Licensees were reminded that continuous supervision is to be given to children whenever engaged in outdoor activities. No bodies of water were observed on the premises during the inspection. Licensee stated there are no weapons in the home. Licensees’ First Aid and CPR certifications expire on 08/19/2022 and 04/21/2023. The Licensees have required immunizations. Licensee Yusuf completed the Mandated Reporter Training. The facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on 08/25/2021.

Licensees were reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Licensees and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensees of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reminded the Licensees of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms, and ensure that all adults residing or working in the home have criminal background clearances or exemptions. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare.

Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. No deficiencies cited.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensees.
