25 | On October 16, 2023, at 2:15PM, Licensing Program Analyst (LPA), Luigi Gargaro, conducted an unannounced annual required inspection and met with co-licensee spouse, Hawo Liban. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. Ms. Liban speaks and understands some English but was able to sufficiently communicate with analyst during today's inspection. Only Ms. Liban and her own five children were present in the facility during this inspection. Ms. Liban advised analyst that she has four other children enrolled in her day care who are her nieces and nephews who attend at various dates and times but were not present during this visit. This facility is a one floor, four bedroom, two bathroom house/apartment. Licensee accompanied LPA inside and out of the facility during this inspection.
The following areas used for child care are: the kitchen, the living room, the third and fourth bedrooms and the second bathroom. The fourth (or back) bedroom is currently set up as a day care room. Off limits areas are the first two bedrooms, the first bathroom and the garage. The off limits bedrooms and bathroom are made that way with door knob covers that are installed on their respective door handles. The garage is made off limits with a locking door handle and a highly placed latch and bolt. The home has wall heating units that the licensees state are inoperable. However, licensees understand that if they ever are made operable, the heaters are to be made inaccessible to day care children with the installation of safety gates or other security devices.
The fire extinguisher, smoke detector, and carbon monoxide detector met requirements. All hazardous items were inaccessible to children. The licensees have sufficient toys and equipment available. The home has a fenced backyard available for outdoor activities. The licensee states that the children primarily play in the concrete portion of the yard. Licensees will provide direct supervision whenever day care children are playing in the backyard. No bodies of water observed on the premises during the inspection. Licensee stated there are no weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. |
